Alan W. Feistner

Deputy District Engineer for Project Management

Alan W. Feistner joined the Walla Walla District in June 2007 as Deputy District Engineer for Project Management and Chief, Planning, Programs, and Project Management Division.  He previously served with the U.S. Army Installation Management Command for Humphreys Garrison in the Republic of South Korea.

Mr. Feistner is responsible for technical and managerial decisions for the District's Civil, Environmental, and Support for Others programs within the District’s area of responsibility that encompasses the Snake River drainage basin, 107,000 square miles in six states - Washington, Oregon, Idaho, Wyoming, and small parts of Nevada and Utah.  He is responsible for management processes for planning, engineering, construction, operations, real estate, contracting, safety, and resource management.  As the District’s senior civilian,
Mr. Feistner provides:

  • Continuity of corporate leadership.
  • Interface with potential customers, sponsors, and officials from Federal and other governmental organizations.
  • Supervision for budget formulation and controls.   

Mr. Feistner grew up in White Bear Lake, Minnesota.  He received a bachelor of science degree from West Point and earned master’s degrees from the University of Minnesota (civil-environmental engineering) and Embry-Riddle Aeronautical University (business administration).  He is a registered Professional Engineer in the Commonwealth of Virginia and a certified Project Management Professional. 

Before joining the Walla Walla District, Mr. Feistner served in leadership positions for a variety of engineer requirements as a member and/or customer of the Corps of Engineers in Alaska, Germany, Kosovo, and the lower 48 United States.  Examples include construction and environmental cleanup for the Louisville District Corps of Engineers and program and project management for the White House as the Associate Director of Presidential Emergency Facilities.

The Feistner family enjoys numerous outdoor activities such as camping, hiking, bicycling, etc.
