18-062 Corps invites comments on draft FONSI for City of Driggs water improvement project

DRIGGS, Idaho – The U.S. Army Corps of Engineers’ Walla Walla District invites public comments on their Draft Finding of No Significant Impact (FONSI) for the City of Driggs, Idaho, Water Improvements Project. Comments are due no later than June 28, 2018.

The Corps proposes to assist the city with upgrades to their water system. The city’s full proposed action includes waterline replacement (for both deepening and increasing capacity), constructing new waterlines to interconnect existing water tanks, replacing solenoid control valves, installing security fences, constructing a tank well pump house, chlorine treatment for ground water sources, booster pumps, generator transfer switches, upgrading Supervisory Control and Data Acquisition (SCADA) systems, telemetry upgrades, acquiring two trailer mounted generators, pressure transmitters, and installing radio transceivers on existing water meters. The Corps is not assisting the city with the entire proposed project.

The Corps and the city have agreed the Corps would provide funding for contract administration, design, construction management, inspection, the purchase of telemetry equipment and programming, as-built water system maps along with survey and GIS equipment, and improvements to the city’s existing Valley Center and Teton Creek Wells. The Corps participation in this project is authorized under Section 595 of the Water Resources Development Act of 1999.

The city submitted an Environmental Review Record (ERR), prepared by The Development Company, to address potential effects associated with implementation of the water improvement project. After an independent review of the city’s ERR, the Corps determined the information contained therein is accurate and satisfies the requirements of the National Environmental Policy Act (NEPA) regulations, except as supplemented or explained in Section V. The ERR, therefore, has been accepted and incorporated as part of the Corps’ NEPA documentation. As part of NEPA compliance, the Corps is inviting public comment on its draft FONSI.

Corps’ draft FONSI, the City of Driggs’ ERR and other associated attachments are available on the Walla Walla District website at www.nww.usace.army.mil/Missions/Environmental-Compliance. Electronic comments may be submitted directly to the Corps using the online comment form on the webpage.

Written comments will be accepted from June 14-28, 2018. All information and comments received will become part of the public record. Public comments must be electronically submitted or postmarked no later than Thursday, June 28, 2018. Comments may also be sent by email to NEPANWW@usace.army.mil, or via U.S. Postal Service.
