61-264 River and Harbor Act of 1910

Authorized channel improvements from the mouth of the Snake River to Riparia.


74-409 River and Harbor Act of 1935

Columbia and Snake Rivers, Oregon, Washington, and Idaho.

Authorized the extension of navigation improvements from Pittsburg Landing to Johnson Bar.


74-738 River and Harbor Act of 1936

Established a nation-wide policy for flood control, provided by the Federal Government in cooperation with local entities.

Section 2
Columbia River Basin

Authorized local flood protection on the Touchet River at Dayton, the Walla Walla River in the vicinity of Milton and Freewater, Oregon, and Birch Creek in the vicinity of Pilot Rock, Oregon. Modified the project of the city of Walla Walla (Mill Creek, Washington).

Section 9

Amended Section 2 of the Flood Control Act of 1937 as amended by Section 1 of the Flood Control Act of 1939, which authorizes the removing of accumulated snags and other debris, and clearing and straightening the channel on navigable streams and tributaries, when in the opinion of the Chief of Engineers such work is in the interest of flood control.


78-534 Flood Control Act of 1944

Section 4

Authorized the U.S. Army Corps of Engineers to construct, maintain, and operate public parks and recreational facilities; and allowed the recreational usage of water areas.

Columbia River Basin

Authorized local flood protection on the Snake River at Heise, Roberts and Weiser; and on the Palouse River at Pullman and Colfax, Washington.


79-14 River and Harbor Act of 1945

Snake and Columbia River

Authorized the construction of dams, as necessary, and open channel improvements for the purposes of providing slack water; and the construction of Umatilla Dam for the purposes of navigation, power development, and irrigation.


79-526 Flood Control Act of 1946

Section 10
Boise River Basin

Authorized a reservoir for flood control, irrigation, and power development. Also authorized "works of improvement for the benefit of navigation and the control of destructive floodwaters..."

Section 13

Amended Section 2 of the Flood Control Act of 1937, which authorizes the removing of accumulated snags and other debris, and clearing and straightening the channel on navigable streams and tributaries, when in the opinion of the Chief of Engineers such work is in the interest of flood control.

Section 14

Authorized the Secretary of War to allot from any appropriations made for flood control, not to exceed $1,000,000 per year, for the construction of emergency bank protection works to prevent damage to highways, bridge approaches, and public works.

Title II - Flood Control
Section 204
Columbia River Basin

Specifically authorized local flood protection project at Pendleton, Oregon and Jackson Hole, Wyoming; as well as local flood protection projects in the Columbia River Basin, Montana, Wyoming, Utah, Nevada, Idaho, Oregon, and Washington.

Section 212

Amended Section 205 of the Flood Control Act of 1948 to authorize the Secretary of the Army to "allot from any appropriations heretofore or hereafter made for flood control, not to exceed $3,000,000 for any one fiscal year, for the construction of small flood-control projects not specifically authorized by Congress..."


81-875 Disasters--States and Local Governments--Federal Aid, 1950

Provided that, in any major disaster, Federal agencies are authorized, when directed by the President, to provide assistance by performing on public or private lands protective and other work essential for the preservation of life and property, clearing debris and wreckage, making emergency repairs to and temporary replacements of public facilities of local governments damaged or destroyed in such major disaster, and making contributions to States and local governments for purposes stated in the Act.

Administered by the Corps of Engineers, this law states in part "...that there is hereby authoried an emergency fund in the amount of $15,000,000 to be expended in flood emergency preparation; in flood fighting rescue operations; or in the repair or restoration of any flood control work threatened or destroyed by flood, including the strengthening, raising, extending, or other modification thereof as may be necessary in the discretion of the Chief of Engineers for the adequate functioning of the work for flood control..."


84-685 Flood Control Act of 1956 - Small Projects (July 11, 1956)

Amended Section 205 of the Flood Control Act of 1948 to increase and make revisions in the general authorization for small flood control projects.


85-500 Flood Control Act of 1958

In addition to previous authorizations, this Act authorized "the sum of $112,000,000 for the prosecution of the projects and plans for the Columbia River Basin...authorized by the Flood Control Act of June 28, 1938, and subsequent Acts of Congress, including the Flood Control Acts of May 17, 1950, and September 3, 1954." It also authorized "the preparation of detailed plans for the Bruces Eddy Dam and Reservoir on the North Fork of the Clearwater River, Idaho, substantially in accordance with...Senate Document Numbered 51."

Authorized the Chief of Engineers to "compile and disseminate information on floods and flood damages, including identification of areas subject to inundation by floods of various magnitudes and frequencies, and general criteria for guidance in the use of flood plain areas; and to provide engineering advice to local interests for their use in planning to emeliorate the flood hazard: Provided, That the necessary surveys and studies will be made and such information and advice will be provided for specific localities only upon the request of a State or a responsible local governmental agency and upon approval by the Chief of Engineers." Also authorized the Secretary of the Army to "allot, from any appropriations hereafter made for flood control, sums not to exceed $1,000,000 in any one fiscal year for the compilation and dissemination of such information."

89-789 Flood Control Act of 1966

Authorized a project for flood protection on the Boise River, in the vicinity of Boise, Idaho, in accordance with the recommendations of the chief of Engineers in House Document Numbered 486, Eighty-ninth Congress, at an estimated cost of $1,576,000.


91-606 Federal Disaster Act of 1970

Authorized Federal assistance to state and local governments upon Presidential declaration of a major disaster.


91-638 Lake Bryan, Washington

Named the reservoir behind Little Goose Dam "Lake Bryan."


93-251 Water Resource Development Act of 1974

Amended Section 208 of the Flood Control Act of 1954 (Public Law 83-780), amended Section 205 of the Flood Control Act of 1948 (Public Law 80-858), made changes in the scope of authority for reservoir projects, and authorized $94,000,000 for the Columbia River Basin comprehensive plan of development.


94-587 Water Resource Development Act of 1976

Authorized construction and installation of a second powerhouse at McNary Lock and Dam, Columbia River, Oregon and Washington, in the Chief of Engineers Report, dated 29 June 1976. Also authorized the Lower Snake River Fish and Wildlife Compensation Plan for the lower Snake River in Washington and Idaho.

Section 164

Modified the project for the Snake River, Oregon, Washington, and Idaho, as authorized in Section 2 of the River and Harbor Act of 1945, to construct a 4-lane high-level bridge.

Section 196

Modified the project for Lucky Peak Lake, Idaho, authorized by the Flood Control Act of 1946, to modify the outlet works in Lucky Peak Dam.

Named the lake behind Lower Monumental Dam "Lake Herbert G. West."


97-140 Tarrant County Water Control and Improvement District - Texas

Section 3

Amended Section 164 of the Water Resources Development Act of 1976 to increase funding for the Lewiston-Clarkston Bridge.

Jackson Hole, Snake River, Wyoming

Modified Jackson Hole, Snake River, Wyoming, for local protection and levees, (authorized by the River and Harbors Act of 1970); and provided for the Federal maintenance of operations and maintenance.

Lower Snake River

Modified the Lower Snake River Fish and Wildlife Compensation Plan project, authorized by the Water Resource Development Act of 1976, in accordnace with recommendations contained in the Chief of Engineers Report, dated 6 March 1985.

Provided for the design, testing, and construction of juvenile fish passage facilities at the Little Goose, Lower Goose, Lower Granite, McNary, Lower Monumental, Ice Harbor, and the Dalles projects on the Columbia and Snake Rivers.


105-580 Water Resource Development Act of 1992

Designated the offsite reservoir behind Mill Creek Dam "Virgil B. Bennington Lake."
