The Cost Engineering Directory of Expertise (DX), at the Walla Walla District, is authorized by Headquarters to conduct peer review (Agency Technical Review
[ATR] and External Peer Review [EPR]) of cost estimates, construction schedules, contingencies and escalation included in all decision documents.
The ATR objective is to achieve a successful cost certification of each program budget under review in accordance with the Corps regulations and guidance that govern those products; most specifically, estimates, schedules, contingency and escalation that result in a total project cost summary (TPCS). The certification is provided by the Cost Engineering DX and reflects the TPCS and its presentation within the decision
document. A total project cost is required for planning--engineering and design (PED) and construction--civil works phases. The
total project cost includes the federal and non-federal costs of PED and construction.
The ATR Guidance provides guidance in the preparation and coordination of the necessary cost engineering documents that lead to a successful ATR that meet the regulations, policies and guidance put forth by HQUSACE.
The checklists serve as District Quality Control (DQC) and ATR for estimates at the pre-feasibility and feasibility phases; however, the document can be used for cost estimating products at various design stages as long as the product development stage is considered within the review comments.

A TPCS is required for all civil works cost estimates submitted for approvals at all levels within the Corps of Engineers. It is a single cost document that presents:
Each prepared cost estimate (multiple contracts, when necessary);
Cost data for authorization.
Inflated cost data for budgeting and non-federal sponsor financial analysis.
Federal and non-federal project cost sharing.
When applicable, the Section 902 total project cost limit.
