Headquarters - Engineering and Construction directs technical aspects of engineering, construction management, environmental protection and restoration, operations, maintenance and repair activities of USACE missions worldwide.  Although in the Civil Works Directorate, their mission areas support the entire Corps of Engineers: Civil Works (CW), Military Programs (MP), Work for Others (WFO), Support for Others (SFO), Installation Support and Environmental Programs. They develop Technical Policy; develop and integrate new technologies with our existing technology base; and manage all technical aspects of our military and civil infrastructure and water resources missions.  They are also responsible for all policy for architecture and are responsible for assuring all projects are value engineered.  Two special assistants provide day-to-day support to the USACE Civil and Military Programs and support to other agencies.

Other Cost Engineering Guidance
An EPA Guide to Developing and Documenting Cost Estimates During the Feasibility Study - This guidance document addresses cost estimates of remedial alternatives developed during the remedial investigation/feasibility study. The goals of this guidance are to improve the consistency, completeness, and accuracy of cost estimates developed to support the superfund remedy selection process. To help achieve these goals, the document presents clear procedures and expectations, a checklist of cost elements and example formats. It also identifies resources for estimating costs during the feasibility study.
