Engineer Manual (EM) 1110-2-1304

A U.S. Army Corps of Engineers publication that provides historical and forecasted cost indexes for use in escalating civil works cost estimates. This manual applies to HQUSACE elements, major subordinate commands, districts, laboratories and field operating activities having civil works design responsibilities. The indexes presented in this manual are specifically designed for civil works construction and are specific for each of the major civil works features. Only indexes for construction costs have been developed. Index factors are based on actual labor, equipment and material escalation. Future years are based on data from the Office of Management and Budget (OMB) projections. This EM is updated twice a year (March 31 & Sept. 30) and is available in Adobe portable document format (PDF) through the HQUSACE Internet repository for all Official USACE Publications.

Official Title: EM 1110-2-1304, Civil Works Construction Cost Index System.
