Effective April 9, 2012 the Walla Walla District of the U.S. Army Corps of Engineers has issued Regional General Permit for Emergency Actions (RGP-E) to authorize certain work in waters of the United States, within the State of Idaho. RGP-E authorizes temporary work and or the temporary discharge of dredged or fill material associated with emergency conditions and is restricted to those necessary during the emergency to prevent the loss of life, significant property loss and significant economic hardship. These activities will occur to restore, repair and or stabilize features that have been damaged, destroyed or are in imminent danger of failing. NWW-2011-296 Applicant: Burlington Northern Santa Fe Railway Waterway/County: Kootenai River, Bonner County Work: Applicant seeks authorization to retain 5,000 cubic yards of rock fill discharged along 350-400 linear feet of the Kootenai River, impacting 7,000 square feet of riverbed. Material was discharged into the river after a rock slide covered the railroad tracks and adjacent area. BNSF used the rock to create a base for additional fill, which will serve as a safe work pad for future work. See the Public Notice for additional details. NWW-2011-00640 Applicant: Idaho Department of Parks & Recreations Waterway/County: Lake Cascade Work: Stabilize approximately 1,140 linear feet of shoreline adjacent to the Sage Bluff and Big Sage Campground on Lake Cascade. Proposed work activities include discharge of approximately 2,400 cubic yards of fill material (native soil, clean soil, angular rock) to stabilize the bank. No impacts to wetlands are proposed. NWW-2012-34-I02 Applicant: US Bureau of Land Management Waterway/County: South Fork of the Snake River and adjacent wetlands/Jefferson County, Idaho Work: Replace the old Lorenzo Boat Ramp and access point with a new boat ramp and attendant features (parking, vault toilet, etc). The old ramp needs to be replaced due to the extremely dynamic river morphology at the old site, e.g. large deposits one year followed by severe erosion the next and the Idaho Transportation Department’s (ITD) elimination of access to the site from US Hwy 20. The project as proposed would impact approximately 3.3 acres of wetlands adjacent to the South Fork of the Snake River and approximately 0.07 acres of river bottom. NWW-2012-0070 Applicant: Mr. David W. Turnbull Waterway/County: Purdam Drain, Taylor Drain, and Kennedy Lateral in Ada County Work: Applicant proposes to construct a commercial and residential development (Ten Mile Crossing) consistent with the City of Meridian Ten Mile Specific Area Plan. Future proposed work includes discharging approximately 2550 cubic yards of clean earthen fill material into Purdam Drain, Taylor Drain, and Kennedy Lateral Irrigation Canal to allow development. Purdam and Taylor Drains will be relocated along the southern margin of the project. Kennedy Lateral will be placed in a pipe along the current approximate alignment. NWW-2009-24 Applicant: The Wetlands Group, LLC Waterway/County: Lower Boise River/Canyon County
Work: Convert 15 acres of upland agricultural land to five acres of wetland scrub/shrub and ten acres of wetland cottonwood forest to create a mitigation bank along the north bank of the Boise River, near Notus, Idaho. The wetland bank would be designed to blend in with the natural wetlands on the property to increase wildlife habitat and improve connectivity along the Boise River. The bank site will provide wetland mitigation credits available for purchase to compensate for wetland resources impacted by projects authorized by Nationwide Permits and Individual Permits granted under Section 404 of the Clean Water Act. The terms of this mitigation bank will fall under the terms agreed to in The Wetlands Bank of Idaho Umbrella Banking Instrument dated January 30, 2009 and approved by the US Army Corps of Engineers. NWW-2011-00597 Applicant: City of Boise, Parks & Recreation Waterway/County: Wetlands adjacent to Warm Springs Creek, known as Hyatt Hidden Lakes Reserve Work: The purpose of the proposed project is to construct a public demonstration project highlighting different stormwater treatment technologies and methodologies, which will provide practical alternatives for improving water quality and meets Environmental Protection Agency (EPA) stormwater standards and requirements. Applicant proposes to discharge an estimated 24,402 cubic yards of dredged/fill material into approximately 2.29 acres of waters of the United States, including wetlands. Direct discharges associated with the construction of the stormwater treatment facility is 18,110 cubic yards and 1.51 acres. Proposed mitigation activities associated with the direct wetland impacts of the proposed treatment facility is 6,292 cubic yards and 0.78 acres. NWW-2010-00624 Applicant: City of Burley Waterway/County: Snake River, Milner Pool in Cassia County Work: The City of Burley proposes to construct an access road, parking lot, boat ramp, buoy placement, walking path and stabilize a portion of the shoreline for recreational purposes on the Snake River, Milner Pool. Previously completed activities include the access road and partial construction of the parking lot. Future proposed activities include completion of the parking lot, boat ramp, buoys, multi-use pathway and shoreline stabilization and multi-use walking path. NWW-2011-00407 Applicant: City of Idaho Falls Waterway/County: East Lateral, Hoff Lateral, Armstrong Canal; Bonneville County Work: The Idaho Falls Regional Airport has submitted an application for the discharge of approximately 16,475 cubic yards of concrete and granular/native material into waters of the U.S., including wetlands. The proposed work activities will extend the East Lateral and Hoff Lateral and realign the Armstrong Canal. All channels are located within the property boundaries of the Idaho Falls Regional Airport. Proposed work activities will impact 4,224 feet (1.089 acres) of waters of the U.S. and 0.698 acres of abutting wetlands. These work activities are proposed to upgrade the security and safety of the Idaho Falls Regional Airport. NWW-2010-00213 Applicant: Port of Lewiston Waterway/County: Clearwater River, Nez Perce County Public Hearing: A PUBLIC HEARING will be conducted by the US Army Corps of Engineers, Walla Walla District on October 19, 2011 at the Sacajawea Junior High School, 3610 12th Street, Lewiston, Idaho 83501. This Public Hearing is to solicit addition information concerning the application by the Port of Lewiston to expand its existing facilities. The proposed action will need authorization/verification for work in waters of the United States, on federal land, and the potential affects on a federal flood control structure (levee).

NWW-2010-213-W04 Applicant: Port of Lewiston Waterway/County: Nez Perce County Work: Project proposes to discharge an estimated 3,900 cubic yards of fill material (sand & gravel). Approximately 2,400 cubic yards are proposed to be placed below the ordinary high water mark of the Clearwater River. The proposed project would affect approximately 0.12 acres of waters of the United States to construct a dock extension. Additional discharges are also proposed and outlined in the Public Notice.
