Lower Snake River Fish and Wildlife Compensation Plan, Washington, Oregon, and Idaho


Location. At various locations within the Columbia Snake River drainage in the States of Idaho, Oregon, and Washington.

Existing project. The project will consist of a series of fish hatcheries and wildlife development areas at sites to be selected. The project will compensate for loss of wildlife habitat and anadromous and resident fishery inundated as a result of construction of four multiple-purpose dams and reservoirs on the Lower Snake River (Ice Harbor, Lower Monumental, Little Goose, and Lower Granite). Estimated Federal cost of the project is $184,000,000 (full funding).

Local cooperation. None required.

Operations and results during fiscal year. The first release from the McCall, Idaho, summer chinook hatchery was made this year. Also, the adult trapping facility that will provide the fish egg supply for the McCall Hatchery became operational. Design has been completed for a spring chinook hatchery for Oregon at the Lookingglass site. A major contract was awarded for an access road tot he Lookingglass Hatchery site. Final design was begun on a steelhead and chinook hatchery for Washington at the Lyons Ferry site, and a steelhead rearing facility for Idaho by expanding the Hagerman National Fish Hatchery. Studies are underway to identify other potential hatchery sites in Oregon and Idaho. Preliminary contacts were made with the counties involved and landowners who may be interested in participating in the off-project wildlife program in Washington.

Condition at end of fiscal year. The real estate design memorandum, and feature design memorandum on the McCall Hatchery, Hagerman Hatchery, Lookingglass Hatchery, Lyons Ferry Hatchery, the off-project wildlife lands, and the site selection report have all been approved. A final Environmental Impact Statement was filed with Council on Environmental Quality on November 2, 1977.
