CONDITION OF IMPROVEMENT 30 September 1976

AUTHORIZATION: This project was authorized as a local flood protection project under section 204, paragraph "Columbia River Basin," of the Flood Control Act of 1950 (Public Law 81-516, 81st Congress, 2d Session). It was authorized in accordance with House Document 531, which specifically listed the project, "Malheur River, Oregon," as cleared for authorization without objection. Public Law 81-516 approved authorization provided that the project did not exceed the authorized amount and was economically justified. The local cooperation specified in the Flood Control Act of 1936 was required. The Willow Creek Unit of this project was deauthorized in 1969.

PROJECT: The project provides for protection against floods along 2 miles of the Malheur River at Vale, the lower 24 miles of Willow Creek, and the lower 1 mile of Bully Creek. This is accomplished by channel rectification, low levees, and bank protection in order to prevent flood damages to the city of Vale and the highly-developed agricultural areas.

PROGRESS: Construction of the Vale Unit began in May 1960, and was completed in March 1961. The 5-year limitation on authorization for the Willow Creek Unit ended October 14, 1969, and that portion of the project was deauthorized.

COST: Total Federal expenditures to date on the Vale Unit have been $338,581, while total Federal expenditures to date on the Malheur River have been $138,939.
