CONDITION OF IMPROVEMENT 30 September 1994

AUTHORIZATION: This project was authorized as a local flood protection project under Section 204, paragraph "Columbia River Basin," of the Flood Control Act of 1950 (Public Law 81-516, 81st Congress, 2d Session). It was authorized in accordance with House Document 531, which specifically listed the project, "Portneuf River and Marsh Creek, Idaho," as cleared for authorization without objection. Public Law 81-516 approved authorization provided that the project did not exceed the authorized amount and was economically justified. The local cooperation specified in the Flood Control Act of 1936 was required. The March Creek Unit of this project was deauthorized on October 14, 1969.

PROJECT:. The project provides for flood control at Pocatello, Blackrock, and Inkom (on the Portneuf River), as well as along most of the length of its main tributary, Marsh Creek. The three reaches of the Portneuf River, totaling about 16 miles, require channel straitening and improvement, the removal of obstructions and, in some places, levees or improvements to existing levees.

LOCAL COOPERATION: The non-Federal sponsor contributed $481,700, which provided for rights-of-way, two new bridges, and the relocation of utilities.

PROGRESS: The Portneuf River unit is complete. Emergency repair of existing protective works at Pocatello was accomplished in April 1949, and flood-fighting work was accomplished during Fiscal Years 1962 and 1963. Emergency channel repairs and debris removal, under Public Law 875, were performed for the Office of Emergency Planning during Fiscal Years 1962 and 1963 on the Portneuf River and Marsh Creek. The construction of the Pocatello unit began in July 1966, and was completed in November 1968. The 5-year limitation on authorization for the Inkom Marsh Creek unit of the project ended October 14, 1969, and the map covering that portion of the project has been deleted from this report.

COST: Total project costs for the Pocatello unit have been $6,456,032 in Federal funds, and an estimated $481,700 in non-Federal funds.
