| Assumptions/background information: |
- If the amount of flow naturally in the river would be less than the goal (say for example in a drought year), flows
would not be augmented above that naturally occurring flow.
- Flows added to the stream by this project would be “protected” as instream flow and are not able to be withdrawn
from the river.
- Flows generated from HCP process will be added to these figures, creating even more instream flow.
- Goals can be met through multiple options chosen for implementation.
- These flow goals will be subject to revision until the Feasibility Report/Environmental Impact Statement (FR/EIS)
is published for this effort.

- Assumes 25 cfs of instream flow will be present from civil penalty agreement.
- Flow goal is desired from the Cemetery Bridge diversion in Milton-Freewater, Oregon down to the mouth of the
Touchet River (additional flows from the Touchet River would then make this figure higher downstream).
- We are planning on a loss of 50 cfs from the Cemetery Bridge downstream to the Stateline area, do to water
seepage into the shallow aquifer. So to meet the first priority, you actually have to begin with 200 cfs at
Cemetery Bridge.

- Flow will be measured at mouth, or at Touchet River @ Cummins Road gauge (#32B075) on the river (assuming
there are no diversions downstream)
