Listed below are the current Public Notices published by the Walla Walla District for proposed projects within the state of Idaho. The Public Notices are sorted by Effective Date and are provided in PDF format. You must have Adobe Acrobat Reader installed on your PC to view these files. 

Viewing Public Notices. To view a Public Notice, left-click on the Permit Application Number (highlighted in blue). To download the file to your PC, right-click on the Permit Application Number, then select "Save Target As" from the menu.

How to Submit Comments. To submit comments via email, cut and paste the email address of the respective Project Manager's from the table below into an email and in the subject line of your email enter: Public Notice Comments for (referencing the specific project).  To submit comments in writing, send them to the respective Project Manager at the U.S. Army Corps of Engineers, Walla Walla District Regulatory Division, 720 E. Park Blvd., Suite 245, Boise, ID 83712. All comments should include the permit application number and project name, your name, address, and phone number.

NOTICE OF AVAILABILITY FOR THE COMPENSATORY MITIGATION (CM) ELIGIBILITY AND ACCOUNTING DETERMINATION WORKSHEET DEVELOPED FOR USE WITH THE IDAHO STREAM FUNCTION ASSESSMENT METHOD (SFAM)

This worksheet is intended to address compensatory mitigation for streams in Idaho. The Idaho version of this form closely follows the methods developed for Oregon, with modifications made to reflect Idaho-specific data sources, and recently available data and research.

The eligibility worksheet is used to determine whether a proposed compensatory mitigation site is ecologically appropriate to offset proposed impacts. Final eligibility is determined by the agency. The expectation is that compensatory mitigation sites provide an ecological match (i.e. class, function, and value) to the impact site. In some circumstances, an exception to ecological match may be allowed if the permittee demonstrates that the proposed compensatory mitigation site addresses local or watershed needs or priorities.

The CM Eligibility and Accounting Determination worksheet provides detailed instructions for using the two SFAM Credit-Debit worksheets for the impact site and the mitigation site. The CM Eligibility & Accounting worksheet also includes a small summary table at the bottom that links to the two Credit-Debit worksheets and compares the debits and credits generated on those worksheets.

The Corps is soliciting comments from the users’ experience with implementing the CM Eligibility & Accounting worksheet, beta version 1.0, during a one-year period (February 2026-February 2027). In particular, we are interested in: 

  • Problem situations encountered and possible approaches for addressing them.
  • Apparently incorrect results, including the factors that suggest formulas in the worksheet are inaccurate.
  • Regional differences in the applicability of specific indicators.
