Listed below are the current Public Notices published by the Walla Walla District for proposed projects within the state of Idaho. The Public Notices are sorted by Effective Date and are provided in PDF format. You must have Adobe Acrobat Reader installed on your PC to view these files. 

Viewing Public Notices. To view a Public Notice, left-click on the Permit Application Number (highlighted in blue). To download the file to your PC, right-click on the Permit Application Number, then select "Save Target As" from the menu.

How to Submit Comments. To submit comments via email, cut and paste the email address of the respective Project Manager's from the table below into an email and in the subject line of your email enter: Public Notice Comments for (referencing the specific project).  To submit comments in writing, send them to the respective Project Manager at the U.S. Army Corps of Engineers, Walla Walla District Regulatory Division, 720 E. Park Blvd., Suite 245, Boise, ID 83712. All comments should include the permit application number and project name, your name, address, and phone number.

Regulatory Request System: You can also search for Public notices using our Regulatory Request System (RRS). An option to provide comments is also available through RRS. 

NOTICE OF AVAILABILITY FOR THE NWW IDAHO WETLAND ECOSYSTEM SERVICES PROTOCOL (WESP- ID) CREDIT CALCULATOR TOOL

This tool has been developed to assist in determining required compensatory mitigation based on the impact to wetlands and their functions and values as derived from the Idaho Wetland Ecosystems Services Protocol (WESP-ID), a wetland functional assessment methodology developed for use in Idaho. The tool will provide three (3) services to the Walla Walla District Mitigation Program:

  1. Facilitate no net loss of wetland functions and values by evaluating scientific-based ecological principles and by comparing functions and values of both mitigation and impact (credit and debit) sites.
  2. Provide a consistent procedure for evaluating predictive and final credit amounts for mitigation bank sites and in-lieu fee program sites.
  3. Provide a consistent method of evaluation for permittee-responsible mitigation plans.

    The NWW WESP-ID Credit Calculator Tool consists of a user manual and an Excel® spreadsheet containing two calculators. The Credit Calculator Tool converts WESP-ID scores to ratings (Lower, Moderate, Higher) for each of the following wetland attributes: Water Storage & Delay; Stream Flow & Temperature Support; Sediment Retention & Stabilization; Phosphorus Retention; Nitrate Removal; Organic Nutrient Export; Aquatic Primary Productivity; Fish Habitat; Amphibian & Turtle Habitat; Waterbird Habitat; Raptor & Songbird Habitat; Keystone Mammal Habitat; Native Plant Diversity; Pollinator Habitat; Wildfire Resistance; Carbon Stock; Cultural or Recreational Use; Wetland Stressors. For each attribute, the scores and ratings represent a particular wetland’s standing relative to those in a systematically chosen sample of wetlands previously assessed throughout Idaho.

The Corps is soliciting comments from users’ experience with implementing the NWW WESP-ID Credit Calculator during a one-year period (February 2026-February 2027). In particular, we are interested in:

  • Problem situations encountered and possible approaches for addressing them.
  • Apparent incorrect results.
  • Examples of the method’s use in the regulatory context, or in other management contexts.
