City of Walla Walla 4th and 6th Street Bridge Replacements

This Public Notice announces the Section 408 Review of the City of Walla Walla’s proposal to replace the 4th and 6th Street bridges. The U.S. Army Corps of Engineers (USACE) is reviewing the City of Walla Walla’s proposal as it would take place across the Mill Creek Flood Control Project, which runs through the City of Walla Walla, Washington. The replacement of these bridges is needed because they were both rated Poor Condition in their 2025 bridge inspection reports. Both bridges have load restrictions which prohibit the use of Walla Walla City Emergency Vehicles. The proposed project will replace the bridges to eliminate load restrictions and improve pedestrian access. load posting restrictions and allow buses, trucks, and emergency vehicles to have unrestricted crossings.

Alteration of a federally authorized project: The City of Walla Walla, Washington proposes to replace the 4th and 6th Street bridges which would remove vehicular load posting retractions and allow buses, trucks, and emergency vehicles to utilize. Since the proposed project crosses over the Mill Creek Flood Control Project, USACE is required to ensure the project would not adversely affect the operation or performance of the federally authorized infrastructure. USC 408 (Section 408) provides the authority to the Secretary of the Army to grant permission to the alteration or modification of USACE federal civil works projects when, in the judgment of the Secretary, such as alteration or modification will not be injurious to the public interest and will not impair the usefulness of the project.

 

Public Scoping Comments:

USACE is requesting comments regarding the proposed bridge replacement from the public; federal, state, and local agencies and officials; and other interested parties. Comments will be considered in determining whether it would be in the public interest to approve the proposed project.

All comments received will become part of the official record and are subject to public release under the Freedom of Information Act including any personally identifiable information such as names, phone numbers, and addresses.

Interested parties should submit comments regarding the City of Walla Walla, 4th and 6th Street Bridge Replacements to USACE.
