Listed below are the current Public Notices published by the Walla Walla District for proposed projects within the state of Idaho. The Public Notices are sorted by Effective Date and are provided in PDF format. You must have Adobe Acrobat Reader installed on your PC to view these files. 

Viewing Public Notices. To view a Public Notice, left-click on the Permit Application Number (highlighted in blue). To download the file to your PC, right-click on the Permit Application Number, then select "Save Target As" from the menu.

How to Submit Comments. To submit comments via email, cut and paste the email address of the respective Project Manager's from the table below into an email and in the subject line of your email enter: Public Notice Comments for (referencing the specific project).  To submit comments in writing, send them to the respective Project Manager at the U.S. Army Corps of Engineers, Walla Walla District Regulatory Division, 720 E. Park Blvd., Suite 245, Boise, ID 83712. All comments should include the permit application number and project name, your name, address, and phone number.

NOTICE OF AVAILABILITY FOR THE STREAM FUNCTION ASSESSMENT METHOD FOR IDAHO (SFAM)

The U.S. Army Corps of Engineers, Walla Walla District (Corps) Regulatory Division announces the release of the Stream Function Assessment Method for Idaho (SFAM), beta version 1.0. The SFAM is a standardized, rapid, stream functional assessment methodology for use in Idaho and is a regionalized adaptation of the method developed for Oregon (Nadeau et al., 2020). The Idaho version of SFAM closely follows the method developed for Oregon, with modifications made to reflect Idaho-specific data sources and recently available data and research. While the SFAM is intended to further federal and state regulatory objectives by informing mitigation planning, it has broader application where a rapid function-based stream assessment couldinform management, conservation, and restoration decision-making and monitoring efforts.

The SFAM consists of a user manual, an Excel® workbook calculator containing data forms and models (formulas), and a Scientific Rationale document. The SFAM generates function scores (0 to 10 scale) and value scores (0 to 10) from the assessment of each of the following 11 stream functions and their associated values: Surface Water Storage; Sub/Surface Transfer; Flow Variation; Sediment Continuity; Substrate Mobility; Maintain Biodiversity; Create and Maintain Habitat; Sustain Trophic Structure; Nutrient Cycling; Chemical Regulation; and Thermal Regulation.

The Scientific Rationale serves as a sister document describing the modifications made to reflect Idaho-specific data sources and incorporating more recently available data and research. A scientific rationale for individual function and value measures used in Idaho is provided, including a detailed description of the standard performance index for each function measure and establishment of a standard index scale to give ecological meaning to measure scores.

The Corps is soliciting comments from the users’ experience with implementing the SFAM, beta version 1.0 during a one-year period (August 2024-August 2025). In particular, we are interested in: 

  • Problem situations encountered and possible approaches for addressing them.
  • Apparently incorrect results, including the factors that suggest the method was inaccurate.
  • Regional differences in the applicability of specific indicators.
  • Potential uses of the method in the regulatory context, or in other management contexts.
