The U.S. Army Corps of Engineers, Walla Walla District (USACE), will release the draft Finding of No Significant Impact (FONSI) Programmatic Environmental Assessment (EA) for Fiber Reinforced Polymers for Infrastructure Repair and Retrofit for a 30-day public review and comment period beginning on September 30, 2024. The EA evaluates the use of new composite materials, known as Fiber Reinforced Polymers (FRPs), in the repair and maintenance of concrete dams and other aquatic infrastructure across the nation.
USACE proposes to use FRPs where appropriate and feasible, to enhance its ability to improve the structural integrity and extend the lifespan of concrete dam facilities across the nation. These materials will help USACE make dam repairs faster and more efficient while ensuring safety. FRPs will also allow for real-time monitoring of dam structures, helping to maintain critical infrastructure that protects communities and supports national security. Examples of FRP use could include strengthening cracked dam surfaces, reinforcing areas exposed to high water pressure, and stabilizing sections that are difficult to access using traditional masonry methods.
This effort addresses the growing challenges of aging dam infrastructure, many of which are classified as high-risk due to their age and condition. By using FRPs, USACE aims to improve dam safety and reliability, reducing the risk to people, property, and the environment.
A typical repair of a concrete surface using FRPs would generally involve several steps. First, the damaged area would be inspected for structural soundness. Then, the surface would be cleaned and prepared by removing loose or damaged concrete. Cracks would be filled or sealed with FRP or concrete, and the FRP material would be applied to the surface. The FRP bonds to the concrete, reinforcing the structure. All repairs would include the application of the best management practices to reduce adverse impacts of FRP use.
