16-095 Corps invites comments on draft FONSI for Inkom wastewater project

INKOM, Idaho – The U.S. Army Corps of Engineers’ Walla Walla District invites public comments on a draft Finding of No Significant Impact (FONSI) for the City of Inkom, Idaho, Wastewater System Improvements Project. Comments are due to the Corps no later than Monday, January 30, 2017.

The Corps proposes to assist the city of Inkom, Idaho, with its Wastewater System Improvements Project. The purpose of the project is to upgrade the City’s aging and deteriorating wastewater facilities. Improvements would also allow the City to provide wastewater treatment capacity for current and future demands. The proposed action consists of upgrading the existing aerated lagoon treatment facilities, constructing a winter storage pond, constructing a summer sprinkler land application system, and purchasing needed ground for the storage pond and land application areas.

The Corps is not assisting the City with the entire proposed action. The Corps and the City have agreed the Corps would provide funding to assist with effluent disposal, specifically construction of the winter storage pond and the Corps own associated environmental costs. Corps participation in this project is authorized under Section 595 of the Water Resources Development Act of 1999.

The City of Inkom submitted to the Corps an Environmental Information Document (EID) for City of Inkom Wastewater System Improvements. While the Corps had no role in the preparation of the EID, it did undertake an independent review of the document and determined the information contained in it is accurate and satisfies the requirements of the National Environmental Policy Act (NEPA) regulations.
