18-097 Corps issues FONSI for Jackson Hole Flood Protection Project Operations and Maintenance Program SEA

JACKSON HOLE, Wyoming – The U.S. Army Corps of Engineers, Walla Walla District (Corps) issued a Finding of No Significant Impact (FONSI) and Supplemental Environmental Assessment (SEA) for the Jackson Hole Flood Protection Project (JHFPP) Operation and Maintenance (O&M) Program.

The Corps’ SEA updates National Environmental Policy Act (NEPA) documentation for the O&M program for the federal and non-federal levees that make up the JHFPP, located along the Snake and Gros Ventre Rivers near Jackson, Wyoming. The SEA evaluates current and proposed O&M actions and associated potential environmental effects that may not have been adequately addressed in the April 1990 Jackson Hole, Wyoming Flood Protection Project O&M Decision Document and Environmental Impact Statement (1990 O&M Decision Document/EIS). The SEA is tiered to and incorporates by reference the 1990 O&M Decision Document/EIS. The Corps plans to continue to operate and maintain the JHFPP consistent with its authorized purposes, but with some updates and modification to the work schedule, practices and maintenance actions.

The Corps prepared the SEA and a draft Finding of No Significant Impact (FONSI), and conducted a public review and comment period March 9, 2018 through April 9, 2018. The signed FONSI includes a summary of the comments received on the SEA and the Corps responses to those comments. Through its analysis and the public review, the Corps did not identify any significant environmental impacts related to the continued O&M of the project. The Corps made some minor revisions to the SEA in response to the comments. The signing of the final FONSI concludes the Corps environmental compliance for this update to the project.
